get the black picture frame on the image?

Thanks:-) I use Photoshop, but any program where you can resize the canvas will do..., I first choose the background color - that I'd like the frame to be - then resize the canvas to the size of the desired frame width (multiply by two to make both sides of the picture!) To make the frame wider at the bottom for title etc. just do it the same way, but anchor at the opposite side(if possible). If you don't have a anchor option in the canvas resize dialog box, you could resize the canvas more than desired, and then use the crop tool to adjust the aspect ratio.

To make the innermost thin line, You'll just start by making this first, then proceed with the frame...
